10.1 CIVIL AVIATION

The primary objectives of the Aviation Department of the Govt. of M.P. as laid down in Business Allocation rules is to provide for the air travel requirements fo the VIPs of the state, development of the airstrips in the state and to make arrangements for the flying training.

Presently the state fleet comprises of a Bell 430 Helicopter. The other aeroplane super king Air B-200 has been transferred to the State of Chhattisgarh under the terms of the bifurcation of assets. So far as the provision of flying training is concerned, the Madhya Pradesh Flying Club Ltd. provides the same at it’s two bases Bhopal and Indore. The selected trainees are trained at these bases and the cost of flying training is reimbursed to the flying club.

Out of the 45 districts, 26 have airstrips to cater for the air travel requirements in the state. Though some districts have 2 airstrips and in some the airstrips are in disuse.

The state has five Aerodromes maintained by the Airports Authority of India. In the North these aerodromes are connected with Delhi and Varanasi and in the West to Mumbai. However the Eastern and the Southern parts of the country have not been provided with direct connection by the public sector undertakings Indian Airlines and Alliance Air. These five airports are capable of providing air travel needs, keeping in view the industrial and tourism requirements of the state. Peetampur (Indore), Madanpur (Gwalior), Mandideep (Bhopal), Maneri (Jabalpur) industrial town are served by these aerodromes. Similarly the major tourist places of the state like Khajuraho, Mandav, Jabalpur, Pachmari have airports nearby.

Achievements during the Ninth Plan

The outlay for the Ninth Plan was Rs. 7.01 crores against which the expenditure for the year 1997-98, 1998-99, 1999-2000 and 2000-2001 was Rs. 46.98, Rs. 585.69, Rs.58.91 and Rs. 297.50 respectively. The expected expenditure for the year 2001-2002 is Rs. 1094.06 lakhs.

10.2 Roads and Bridges

In the development of a particular area the connectivity by road is key factor. The strong network will undoubtedly play an important role in overall growth of the state because roads play a vital role in the field of strategic social, economical, educational and industrial development of the area. Madhya Pradesh is the State situated in the heart of India surrounded by five states. These states are Uttar Pradesh, Rajasthan, Gujrat Maharashtra and Chattisgarh. It’s geographical area is 308 thousand sq.km. The Public Works Department maintains a road length of 67.29 thousand kms. The average road length per hundred sq.km. works out to be 21.85 where as all India average is 74.90. All the traffic from North to South and East to West crisscrosses the state. Thus it is very essential that Madhya Pradesh should at least touch the overall India average if not above it. Apart from the activity of construction of roads and bridges the Public Works Department also constructs the Government buildings of the other department of the state by the funds made available by the respective department.

Achievements during the Ninth Plan

During the Ninth Plan against the outlay of Rs. 50863.00 lakhs the anticipated expenditure for the year 1997-98, 1998-99, 1999-2000 and 2000-2001 was Rs. 5834.39, Rs. 6783.47, Rs. 7249.14 and Rs. 10893.12 lakh respectively. For the year 2001-2002 the expected expenditure is Rs. 54649.12 lakhs. During this period 63 major bridges, 3 railway over bridges, 192 medium bridges, 3111 nos. of culverts and 1576 K.M. road length have been constructed.
